How to choose an offshore operations or software team.
A practical checklist for comparing Manila operations providers and Vietnam engineering teams before committing to a long contract.
Begin with an output, not a headcount
Write down the work you need completed and how you will judge it. “Three offshore staff” describes an input. “Customer enquiries answered accurately within our agreed hours” describes a result you can test. For software, identify the user, the workflow and the conditions under which it must work.
Keep three options in the comparison: improve the current process, buy suitable software, or commission an external provider. Adding AI may change the tasks people perform, but it does not remove responsibility for checking quality.
A country profile is a starting point
The Philippine industry association IBPAP represents several distinct sectors, including contact centres and software services. Its description of the industry is useful context, not proof that any particular provider suits your assignment. Apply the same distinction in Vietnam: a national reputation does not establish the competence or availability of the team offered to you.
Ask each provider the same questions
- Who will manage the work, and who will perform it? Ask to meet the proposed supervisor, not just the salesperson.
- Which comparable assignments has this team completed? Ask what it actually delivered and whether a customer can discuss the experience.
- What is included in the quote? Separate management, equipment, software licences, overtime, onboarding and change requests.
- What information will staff access, where will it be stored, and how will access be withdrawn?
- How are absence, turnover, mistakes and service interruptions handled?
- What happens when you leave? Establish how documents, code, accounts and unfinished work return to you.
Record each answer with its source and date. An unanswered question is a reason for further checking; it is not proof of wrongdoing.
Compare the full cost of useful output
Include the provider’s fee, your manager’s time, setup, software and the cost of correcting work. For illustration only, suppose one provider quotes US$4,000 a month and requires 20 hours of your manager’s time, while another quotes US$4,800 and requires eight hours. At an assumed internal cost of US$75 an hour, the totals are US$5,500 and US$5,400. The lower headline fee is not necessarily the lower operating cost. These are invented figures, not market rates or a forecast.
Then compare quality and continuity separately. A cost model cannot compensate for a provider that cannot meet an essential requirement.
For software, ask how security enters the work
NIST’s Secure Software Development Framework, version 1.1 provides a vocabulary for discussing secure development with suppliers. It is guidance, not a certificate of a provider’s competence. Ask for specific practices and evidence appropriate to your project, such as code review, access controls, dependency checks and handling of reported vulnerabilities. Have a qualified reviewer assess consequential technical answers.
Use a small paid pilot with a clear stopping point
Choose representative work, a fixed period, an owner on each side and agreed checks. For an operations team, examine accuracy, exception handling, turnaround and the supervision required. For software, ask for a demonstrable workflow, test results and a clear record of unresolved defects. Use approved test material; do not begin by handing over unrestricted production access.
At the end, decide whether to continue, revise the arrangement or stop. A successful demonstration supports the next step; it does not prove that a much larger operation will work without further controls.
When an on-site review adds value
A visit is useful when you need to meet the actual delivery team, understand working arrangements or resolve a discrepancy that remote evidence cannot settle. Agree who will attend, what can be inspected and which decisions the visit should inform. Do not substitute a tour of attractive premises for a review of the people and process that will deliver your work.
Signal Archipelago offers a paid remote provider assessment, with separately scoped oversight or client-funded visits where useful. Explore Manila operations selection or Vietnam engineering-team selection.
